Aluminum Association Calls on Department of Commerce to Keep Focus on China in Section 232 Hearing

<p>On June 22, 2017, <strong>more than 30 aluminum industry stakeholders testified</strong> at a Department of Commerce public hearing on a <a href="https://www.commerce.gov/page/section-232-investigation-effect-imports-aluminum-us-national-security">Section 232 i</a><a href="http://www.commerce.gov/page/section-232-investigation-effect-imports-aluminum-us-national-security">nvestigation</a> examining the national security implications of imported aluminum. This followed the <a href="http://www.aluminum.org/video-aluminum-industry-meets-president-trump-trade">president's announcement </a>initiating the investigation in April.&nbsp;<br />

The association showed up in force with a dozen member company representatives testifying including Aluminum Association president &amp; CEO <strong>Heidi Brock</strong>; Aluminum Association chairman <strong>Garney Scott</strong>, Scepter; <strong>Ben Kahrs</strong>, Alcoa; <strong>Margaret Cosentino</strong>, Arconic; <strong>Jean-Marc Germaine</strong>, Constellium; <strong>Matt Aboud</strong>, Hydro; <strong>Paul-Henri Chevalier</strong>, Jupiter; <strong>John Donnan</strong>, Kaiser; Marco Palimeri, Novelis (Association 2nd Vice Chair); <strong>Alf Barrios</strong>, Rio Tinto Aluminium; <strong>Henry Gordinier</strong>, Tri-Arrows and <strong>John Lapides</strong>, United Aluminum.</p>
 
<p>The association emphasized the following key points in its testimony:</p>
 
<ol>
<li>Recognize that aluminum production and products&nbsp;<strong>support U.S. national security</strong>&nbsp;and the Defense Industrial Base</li>
<li>Any final action in this investigation should provide solutions to the&nbsp;<strong>true underlying problem of Chinese aluminum overcapacity</strong></li>
<li>The investigation should&nbsp;<strong>exempt Canadian imports and other foreign producers</strong>&nbsp;such as the European Union who trade fairly and have not contributed to rising global overcapacity</li>
<li>Administration actions on aluminum should&nbsp;<strong>consider the effects on both primary and downstream producers.</strong></li>
</ol>
 
<p>In advance of the hearing, the association helped spearhead <strong>letters and statements highlighting these key issues </strong>including <a href="http://www.aluminum.org/sites/default/files/House%20Aluminum%20Caucus%20Letter%20on%20Aluminum%20232%20Investigation%20to%20Secretary%20Ross%206.20.17.pdf">a letter to the Department of Commerce from the Congressional Aluminum Caucus</a> and a <a href="http://www.aluminum.org/sites/default/files/Joint%20Aluminum%20Industry%20Letter_06.21.17.pdf">joint letter to Commerce with the Aluminum Extruders Council</a>. We also released a <a href="http://www.aluminum.org/sites/default/files/Joint%20Statement_Europe_US_Canada_232_Investigation_June_2017.pdf">joint statement of principles</a> with the European and Canadian aluminum associations.&nbsp;&nbsp;</p>
